Could a college major in computer information systems and computer programing have law enforcement application?

I plan on going into law enforcement and have heard from many officers to NOT take CJ. I am pretty knowledgeable when it comes to computers and was wondering if anyone would know if a CIS major or a computer programing major would apply to any law enforcement agency on any level. If an agency is looking for it that you know of please leave which.

Could I possibly take a CIS major and go into cyber crimes with it? At possibly a college level?
